Rights group: US asylum likely for China dissident

(AP) ? U.S. and Chinese officials are ironing out a deal to secure American asylum for a blind Chinese legal activist who fled house arrest, with an agreement likely before Secretary of State Hillary Clinton arrives this week, a U.S. rights campaigner said Monday.

Bob Fu of the Texas-based rights group ChinaAid said that China and the U.S. want to reach agreement on the fate of Chen Guangcheng before the annual high-level talks with Clinton and other U.S. officials begin in Beijing on Thursday.

"The Chinese top leaders are deliberating a decision to be made very soon, maybe in the next 24 to 48 hours," Fu said, citing a source close to the U.S. and Chinese governments. Both sides are "eager to solve this issue," said Fu, a former teacher at a Communist Party academy in Beijing whose advocacy group focuses on the rights of Christians in China and who maintains a network of contacts in the country.

"It really depends on China's willingness to facilitate Chen's exit," Fu said.

Chen, a well-known dissident who angered authorities in rural China by exposing forced abortions, made a surprise escape from house arrest a week ago into what activists say is the protection of U.S. diplomats in Beijing, posing a delicate diplomatic crisis for both governments.

The U.S. Embassy declined comment Monday either on Chen's situation or talks involving Assistant Secretary of State Kurt Campbell.

Both want the annual talks, known as the strategic and economic dialogue, to provide ballast to a relationship that is often rocky and to provide ways of working out disputes on trade, Taiwan, Syria, Iran and North Korea.

In a video made after Chen escaped from his village and released last Friday, the activist made no mention of wanting to go abroad. Instead he beseeched Premier Wen Jiabao to investigate the beatings, harassment and other mistreatment he, his wife and daughter suffered at the hands of local officials during 20 months of house arrest.

If Chen were willing to leave China, Washington could ill afford to turn him away. Clinton and other senior officials have repeatedly raised his case in meetings with Chinese officials. President Barack Obama is already under fire from Republicans over a case in which an aide to a senior Chinese leader entered the U.S. Consulate in Chendgu but then left, turning himself over to Chinese investigators.

For Beijing, the issue is sensitive because Chen enjoys broad sympathy among the Chinese public for perservering in his activism despite being blind and despite repeated reprisals from local officials. And though Beijing dislikes bargaining with Washington over human rights, allowing Chen to go abroad would remove an irritant in relations with Washington. It would also prevent him from becoming a bargaining chip in an already bumpy transition of power under way from President Hu Jintao's administration to a younger group of leaders.

Fu, who has been a point of contact for people helping Chen, said he offered to help the dissident leave China through "a sort of underground railroad" shortly after he made a daring nighttime escape from his heavily guarded farmhouse on April 22. Fu had made such arrangements previously, helping the wife and two young children of another dissident lawyer, Gao Zhisheng, flee to the U.S. after they'd exited China overland from Beijing to Thailand.

But Fu said that Chen refused the offer and chose instead to go to Beijing. Despite Chen's initial resistance to exile, Fu said that might now be the only option.

"My sense is that at the end of the day, after China is willing to facilitate it in a face-saving way with the U.S., he and his family may have to choose to travel to the U.S. in whatever way that China agrees," he said.

Chen is widely admired by rights activists in China who last year publicized his case among ordinary Chinese and encouraged them to go to Dongshigu village and break the security cordon. Even Hollywood actor Christian Bale tried to visit, but was roughed up by locals paid to keep outsiders away

Australian billionaire: Titanic II to sail in 2016

(AP) ? An Australian billionaire said Monday he'll build a high-tech replica of the Titanic at a Chinese shipyard and its maiden voyage in late 2016 will be from England to New York, just like its namesake planned.

Weeks after the 100th anniversary of the sinking of the original Titanic, Clive Palmer announced Monday he has signed a memorandum of understanding with state-owned Chinese company CSC Jinling Shipyard to build the Titanic II.

"It will be every bit as luxurious as the original Titanic, but ... will have state-of-the-art 21st-century technology and the latest navigation and safety systems," Palmer said in a statement. He called the project "a tribute to the spirit of the men and women who worked on the original Titanic."

More than 1,500 people died after the Titanic hit an iceberg in the North Atlantic on its first voyage. It was the world's largest and most luxurious ocean liner at the time.

Palmer built a fortune on real estate on Australia's Gold Coast tourist strip before becoming a coal mining magnate. BRW magazine reported he was Australia's fifth-richest person last year with more than 5 billion Australian dollars ($5.2 billion).

Palmer said at a news conference that previous attempts to build a Titanic replica failed because proponents failed to raise enough money and commission a shipyard. The Titanic II is the first of four luxury cruise ships Palmer has commissioned CSC Jinling Shipyard to build.

Palmer did not provide a cost estimate. He said he had established a new shipping company, Blue Star Line Pty. Ltd., and that design work for the Titanic II has begun with assistance from a historical research team.

The diesel-powered ship will have four smoke stacks like the coal-powered original, but they will be purely decorative.

The most obvious changes from the original Titanic would be below the water line, including welding rather than rivets, a bulbous bow for greater fuel efficiency and enlarged rudder and bow thrusters for increased maneuverability, Palmer said.

Brett Jardine, general manager for Australia and New Zealand in the industry group International Cruise Council, said Titanic II would be small by modern standards but could prove viable at the top end of the luxury market.

"From a marketing point of view, many will embrace it and perhaps there'll be some that wouldn't," Jardine said.

"If you've got a niche, it's going to work. Why go out there and try to compete with the mass market products that are out there now?" he added.

While the Titanic II would carry around 1,680 passengers, most modern cruise ships create economies of scale by catering for more than 2,000 passengers, he said.

Among the world's largest passenger ships, Allure of the Seas is 90 meters (295 feet) longer than the 270-meter (886-foot) Titanic and has 2,700 cabins.

ARLINGTON, Texas (AP) - It took 10 starts for David Price to earn a win against Texas - and nearly a month for the Rangers to lose a series this season.

Price beat Texas for the first time in his career and the Tampa Bay Rays won 5-2 on Sunday night, becoming the first team to take a series from the Rangers this year.

Price (4-1) gave up two runs and six hits in 6 1-3 innings, striking out six and walking one. The two-time All-Star entered 0-6 with a 5.30 ERA against the Rangers - including a pair of playoff starts.

"Personally, for myself, I've never beat those guys, so first and foremost, that feels great," Price said. "But I'm pumped that we won. I can turn that page now. It feels great."

Ben Zobrist had three hits and an RBI, and Price earned his fourth victory in five starts. Tampa Bay touched up Texas lefty Derek Holland (2-2) for five extra-base hits.

Fernando Rodney loaded the bases with two outs in the ninth, then jammed Ian Kinsler on a soft liner back to the mound for his seventh save.

The Rangers played most of the game without slugger Josh Hamilton, the American League leader in home runs and RBIs. He left in the third with back spasms and is day to day.

Hamilton was injured while getting his 25th RBI on a single to center in the first that scored Elvis Andrus.

The outfielder winced as he ran back to the dugout after being forced out on Adrian Beltre's grounder. He was slow to come out on the field for the start of the second inning and stayed in the dugout in the third.

"It's no big deal," said Texas manager Ron Washington, ejected on his 60th birthday. "We'll see (Monday at Toronto). If he feels better, he'll be out there. If not, we'll give him another day."

Price was able to work his fastball in and out and keep the league's best-hitting club off balance with an effective changeup.

"They've got power 1 through 9," Price said. "They can hit the ball out to any part of the ballpark here. You've got to be able to make pitches and keep the ball down."

Tampa Bay took two of three in Texas, marking the first loss in seven series this season for the Rangers, who entered the game 13-1-1 in their last 15 series at home. They had won a team-record 12 consecutive series dating to last season.

Hamilton's departure left a hole in the lineup. The Rangers put runners on second and third with one out in the fifth but managed to score only Yorvit Torrealba on Andrus' groundout to second. David Murphy, who replaced Hamilton, struck out to end the threat.

Murphy fanned three times in three at-bats, including twice against Price. The left-hander was coming off a 5-0 shutout against the Los Angeles Angels last week.

"David probably was not as sharp as the last game, but nevertheless very effective," Tampa Bay manager Joe Maddon said. "I thought he pitched with a lot of composure."

Zobrist, who was 3 for 4 with a double and a triple, was one of five Rays with RBIs. Jeff Keppinger, Luke Scott, Sean Rodriguez and Desmond Jennings - whose triple in the seventh scored the team's fifth run - all had run-producing hits against Holland, who turned in his second straight ineffective start.

Tampa Bay knocked around the left-hander for six hits - four for extra bases - and four runs in the second and third.

Zobrist led off the second with a triple and was followed by run-scoring hits from Keppinger and Scott and a sacrifice fly by Rodriguez that scored B.J. Upton.

Holland allowed five runs and nine hits in seven innings, striking out eight. He walked Carlos Pena to start the third and gave up a run-scoring double to Zobrist.

"I caught too much plate with all my pitches," Holland said. "Everything was down the middle. Obviously, at the major league level, they're going to take care of you."

NOTES: Washington was ejected at the end of the seventh by plate umpire Dan Bellino for arguing a called third strike on Kinsler. ... CHICAGO (AP) - After Gavin Floyd retired the first 14 Red Sox batters, he couldn't help it. He was definitely thinking about the perfect game Phil Humber pitched last weekend.

"Absolutely. Especially since Phil did recently. It was natural, but obviously you have to put it behind you," Floyd said. "Your object is to get in there and as late you can and if it happens it happens. You just have to keep your focus and keep attacking."

Floyd took a no-hit bid into the seventh inning, Adam Dunn hit a two-run homer and the Chicago White Sox beat Boston 4-1 on Sunday.

Floyd (2-3) struck out nine in 6 2-3 innings, yielding one run and three hits. He improved to 7-0 with a 3.21 ERA in nine career appearances against Boston, helping the White Sox stop a five-game losing streak.

Floyd started out well just eight days after Humber pitched the 21st perfect game in major league history. Cody Ross walked with two outs in the fifth for Boston's first base runner, but Floyd struck out Nick Punto to end the inning.

Dustin Pedroia singled with one out in the seventh for Boston's first hit of the game. Cody Ross had an RBI single for the Red Sox, who had won six straight.

"He wasn't giving us much to hit," Pedroia said. "I had three at-bats off him and only got one pitch to hit. I actually got a hit on that one. He kept the ball out of the middle of the zone."

Dunn helped the White Sox get off to a fast start, belting a two-run shot to right in the first off Red Sox starter Josh Beckett for his first homer at U.S. Cellular Field since Aug. 4 against the Yankees. Dunn's fifth homer of the season drove in Alex Rios, who put Chicago in front with an RBI single.

"Whenever you get a guy like him you have to score early because he is a workhorse, those guys only get better," Dunn said. "Usually your best opportunity to get some runs if any are early and we were able to do that."

Beckett (2-3) settled down after the rough opening inning, shutting down Chicago until he left with two out in the seventh. He struck out eight and allowed six hits while matching a career high with 126 pitches.

"That's a pretty tough hole to put your team in, especially against a guy who has pitched well against us in the past," Beckett said. "The two-run homer was the difference between that and the rest of the game. You can give up one in that situation if they want to manufacture a run in the first inning. You minimize the damage and give them the one run and move on."

Boston finally got on the board in the seventh. Pedroia's liner got past second baseman Eduardo Escobar's diving attempt. He moved up on David Ortiz's two-out double and scored on Ross' hit.

Addison Reed then came in and got Punto to ground out, stranding Ortiz at third. Reed also got the first two outs of the eighth before Matt Thornton finished for his first save of the season. Thornton retired Pedroia, Adrian Gonzalez and Ortiz to finish the game in the ninth.

White Sox manager Robin Ventura decided to go with Thornton in the ninth as opposed to closer Hector Santiago.

"It is nothing against Hector, he still will be in there in the ninth, but you're looking at guy with a body of work against those three guys," Ventura said. "I felt confident leaving Matt in there."

NOTES: White Sox 1B Paul Konerko missed the game with a stiff neck. He is day to day. ... Red Sox slugger Kevin Youkilis was a late scratch due to tightness in his lower left back. ... Dunn finished with five homers in April after hitting 11 all of last season. ...
